LADOT develops transportation plans and programs that advance sustainable mobility in the City. LADOT actively plans mobility investments and reviews development projects to determine the best outcomes for the City of LA. Additionally, LADOT contributes to state, regional, and local transportation planning efforts, led by Caltrans, SCAG, and Metro, to address mobility investments, transit station connectivity, goods movement, high-speed rail, sustainability, congestion management, and reviews environmental documents for land use and transportation infrastructure projects.


Planning for Stress-Free Networks

Planning for Stress Free Networks aims to plan for safe connections and easier crossings on neighborhood streets in central Los Angeles. LADOT will collaborate with communities to address barriers to mobility and advance new street design concepts to improve the comfort and safety of people who walk, bike, or roll on neighborhood streets.

Mobility Investment Program

To support the department’s goals of improving project delivery and developing a capital improvement plan, LADOT established the Mobility Investment Program (MIP). The MIP aims to establish project delivery best practices, identify funding opportunities, improve project engagement and evaluation, enhance inter-agency collaboration, and establish short and long-term capital improvement plans. 

Downtown Los Angeles Mobility Investment Plan

The City is creating an inclusive, community-empowered process to develop a transportation capital improvement plan that will accommodate DTLA’s anticipated growth; a transformative plan founded in meeting future quality of life goals and informed by best practices from around the world. The DTLA Mobility Investment Plan will identify transportation projects and programs that address the community’s existing and future mobility needs and recommend a strategy to fund these improvements.
