Seleta Reynolds

Seleta Reynolds, General Manager

Seleta Reynolds is General Manager of the Los Angeles Department of Transportation (LADOT), the second largest municipal transportation agency in the country. Reynolds is responsible for 1,300 employees and 52 different business lines – from parking meters to traffic signals to buses. Reynolds was appointed by Los Angeles Mayor Eric Garcetti in 2014 to implement the Mayor’s vision of safe and sustainable transportation choices for all. Under Reynolds’ leadership, LADOT has installed hundreds of data-driven safety improvements in high needs locations, launched the largest scooter program in the world, launched the largest electric vehicle car-share program in the country, and created a first-of-its-kind digital platform to manage for-profit mobility companies.

Reynolds has over 20 years of transportation experience in both the public and private sectors. She served as president of the National Association of City Transportation Officials (NACTO) for four years, which represents cities and transportation agencies in the U.S., Canada and Mexico. She is the Board Chair and founding member of the Open Mobility Foundation (OMF), a public-private forum created to tackle technical issues surrounding emerging mobility technology. In 2019, she also joined the board of the Intelligent Transportation Society of America (ITSA).

Bridget Smith has over 25 years of experience in transportation planning, engineering, organizational management and public finance. She has led major safety programs for Sacramento and San Francisco and managed large teams that delivered award winning bicycle, pedestrian, and traffic calming projects. Bridget was instrumental in helping San Francisco launch Vision Zero.

Connie Llanos has 15 years experience working on strategic policy and communications in both the public and private sector, where her work has focused on creating positive impact for the region's underserved communities. She began her career as a journalist in Los Angeles, and has served as a senior aide to several local elected officials, including Los Angeles Mayor Eric Garcetti. As LADOT's Chief of Staff Connie serves as proxy for the General Manager as needed and oversees public engagement, communications, government relations, employee engagement and performance, and equity initiatives for the nation's second largest municipal transportation agency.

Chief Brian Hale has a diverse law enforcement background that spans over 35 years. Throughout his law enforcement career, Brian has been lauded for his investigative acumen, interpersonal skills, and his ability to achieve successful outcomes. Since joining LADOT In 2012, Brian has led the organization with integrity and helped strengthen the working relationships with other public safety partners. He possesses a deep respect for the work of Traffic Officers and greatly values the essential services Department of Transportation personnel provide to the residents and visitors of Los Angeles.

Jay Kim has over 26 years of experience in transportation planning and engineering with the City of Los Angeles. Jay has managed the transportation review of large-scale development projects, including Playa Vista, LAX Master Plan, and NBC Universal.

Marcel Porras has over ten years of experience in transportation, planning, and economic development. Prior to joining LADOT, he was the Associate Director of Transportation for Mayor Eric Garcetti.

Mark Granado, Assistant General Manager - Field Operations & Administrative Services

Mark Granado has served the public for over 20 years managing budgets and improving operations across various City departments. Most recently he spent five years as LADOT Division Manager over Parking Operations & Support where he managed the City's $200 million parking citation processing services and meter coin field collection administration programs.
